PRESIDENT'S REPORT

We have received some news from the City of Calgary on the current state of the Beaver Dam Flats Park. Extensive work is underway in the Beaver Dam Park area along with the area known as Oil Refinery Park. The work currently underway is the site assessment of the soil and land. You will notice O’Connor Engineering drilling holes every 100 feet in a grid pattern. This data collection (delineation) will allow a full evaluation of the current site conditions and from this data a report will be created that will help define the appropriate cleanup and site uses going forward. The current data collection work is expected to take most of this year to complete with a report following the collection activities.

When the data collection and report is completed it will provide guidance to the possible land uses going forward in the park areas so the city along with MOCA can develop a long term land use plan. The City of Calgary has made some operational use changes to the current park areas as outlined below:

Operational changes to the park included the following:
Pathway repairs (flood damage) on the slope and resulting concerns about further shifting/splitting of the pathway resulted in No Vehicle Access into the park via the slope route which affected all prior vehicle access routes (pumper truck for washrooms, parks truck for garbage removal and emergency vehicles). .

Trails within the park were also damaged from the flood and were repaired using trail mix to provide the appropriate surface for walking trails within a natural area. Trails cannot be snow cleared in the winter and vehicle access is now seasonally based dependent upon snow conditions on the trails. All garbage receptacles were moved from the interior of the park to the perimeter to allow for year round servicing.

The washroom was in poor repair and had been closed due to environmental concerns, the changes to access routes and difficulty in servicing the washroom, has resulted in it being slated for removal in the spring of 08. Vehicle access may occur through a longer route under the CN rail bridge into the park, but there are concerns over the limited visibility (bends), particularly for the pumper truck .

The fire pits were removed due to the concerns that encouraging fires within a natural area, not easily served by Emergency vehicles, was not consistent with stewardship role of Calgary Parks.

The Playground was removed due to its age and safety considerations. It had reached the end of its lifecycle.

Additionally, one picnic and one bench were also removed; the others were repaired and replaced.

Park designation (on /off leash) was also discussed. As a regional natural area, the designation of this park is under the authority of the Director of Parks to approve the dog designation. It was agreed that designation should also be part of the initiative following the environmental assessment and appropriate signage determined to support the designation.

It was agreed that following the larger initiatives within Millican Ogden (environmental testing), engagement with stakeholders will occur to determine what level of amenities are appropriate within Beaverdam Flats. The classification of the park will help to determine the features suitable for public consideration within the park area. There was also discussion of working together in terms of public engagement activities so that residents of Millican Ogden could learn about the plans for Refinery Park as well as plans for Beaverdam Flats. Environmental Management noted they expect to be presenting information to the community later this year and was receptive to cooperative presentations.

I want to encourage all residents to come out to our annual MOCA Cleanup Day on Saturday May 24. We are having the Lions Club doing Hamburgers and Hot Dogs for a small fee as a fund raising activity. Cleanup your yard and home and make a fun day of the activity by stopping by and chatting.
